Community Services Block Grant
(CSBG)
The purpose of CSBG funds are to provide program and administrative funds
for a range of services that have a measurable, or potentially measurable,
impact on the problems of poverty. In meeting this objective, the local role of
CSBG varies among the community action agencies. The program operates January 1
through December 31. CSBG provides CAO with the necessary resources to meet
identified needs of the agency and tri-county area that are not funded by other
programs.

Ohio’s Percentage of Income Payment Plan
Plus
(PIPP Plus)
What is the Percentage of Income Payment Plan Plus
(PIPP Plus)?
The fore-runner of PIPP Plus had been
in effect for more than 20 years. It was (as is PIPP Plus) an extended payment
arrangement that requires regulated gas and electric companies to accept
payments based on a percentage of the household income. Both programs are
authorized as a part of the Universal Service Fund program enabled by Substitute
Senate Bill 3, which also directs the Office of Community Services to administer
the PIPP for electricity customers. In response to input for advocates of
consumers, businesses, and low-income advocates, the program was changed to
provide greater stewardship of monies, operate more efficiently with other
programs, and better serve the citizens of Ohio needing the programs support.
Under PIPP Plus, if you heat with gas, you pay 6 percent of
your monthly household income to your gas company and 6 percent to your electric
company. If you heat with electricity, you pay 10 percent of your monthly
household income. The Community Action Agency or utility company will inform you
of your PIPP Plus installment. Once you are enrolled in the program, you must
pay your installment every month in full and on time.

Home Weatherization Assistance
Program (HWAP)
The purpose of HWAP is to assist low-income households with the conservation of
energy through education and home weatherization services. Program activities
include: application assistance, estimation/inspection, weatherization services
and consumer education. This program is coordinated with other CAO programs and
local rehab programs to provide the most comprehensive services.

Elderly Home Repair Program
This program provides minor home repair/maintenance services to qualified seniors homeowners. Priority is given to repairs that focus on health and safety. Services may include: wheelchair ramps, plumbing, electrical repairs, roof repair/replacement and heating unit repair/replacement. This program is linked to other CAO and local programs in an effort to maximize funding efficiency and service provision.

Community Connections
Community Connections is for eligible clients who are serviced by Ohio Edison
and participating in HWAP, PIPP or Ohio Energy Credit Program.
Program activities include: roof repair/replacement, electrical safety and
health repairs, home weatherization, electric furnace repair/replacement, sump
pump repair/replacement and Electric hot water tank repair/replacement.
Other CAO programs are used in conjunction with Community Connections for
maximum service delivery.

Housing Trust Fund
HTF provides home repairs relating to health and safety issues to home owners who are at or below 35% median income.
This program is coordinated with other CAO and local programs for maximum service delivery.

Delaware Council for Older Adults (Delaware County Only)
This program provides services to individuals 60 years of age and older who meet eligibility guidelines. The program provides for services that parallel the Elderly Home Repair Program.

Home Energy Assistance Program (HEAP) Regular HEAP
This program provides utility bill assistance to eligible households during the three highest heating months (December, January, February). Eligible households will receive assistance in the form of a percentage deduction of their utility bills from a regulated utility company and non-regulated and bulk fuel users will receive a voucher for a pre-determined amount that must be given to their fuel vendor. This assistance is available only once during the winter heating season.

Emergency HEAP
This program provides financial assistance to low-income households that have
been disconnected, are in danger of disconnect or have
25% or less of the tanks capacity for bulk fuel. This assistance is available only once during the winter heating season.

This program is funded by Columbia Gas of Ohio and provides assistance to low-income Columbia Gas customers. The program provides for home inspection, heating unit repair/replacement and weatherization services. This program is coordinated with other CAO and local programs for maximum service delivery.

This program provides assistance to eligible applicants for rent and/or mortgage assistance to prevent eviction. |

This program will provide residents in Madison County with emergency rent, utility and mortgage payments to prevent eviction, foreclosure and utility shut off to households at or below 35% of area median income for Madison County.

Salvation Army Utility/Emergency Assistance (Madison County Only)
Utility Assistance is available through Heat Share after E-HEAP funds are no longer available. This assistance is for Columbia Gas customers only that have not been assisted by Emergency HEAP in the current program year. Emergency assistance is available for low-income households in need of medical assistance, food, shelter and other miscellaneous services. |

United Way of Madison County (Madison County Only)
Two areas of assistance are provided through UW. Utility assistance is available during the period when E-HEAP does not operate. Water bill assistance is available to prevent disconnect or provide reconnection.
